ILEC (Incumbent Local Exchange Carrier)
An Incumbent Local Exchange Carrier is the original, historically monopolistic local telephone company in a given US service area, distinguished from Competitive Local Exchange Carriers (CLECs) that entered the market after the Telecommunications Act of 1996. ILECs own most last-mile copper infrastructure and are subject to specific regulatory obligations including local loop unbundling.
